Benzie County commissioners elect Vance Bates chair, adopt board rules and multiple resolutions

Vance Bates was elected chair of the Benzie County Board of Commissioners on a 4–3 secret ballot during the board’s organizational meeting on Jan. 6, 2015. County Clerk Dawn Olney prepared and tallied the secret ballot after nominations from Commissioners Walterhouse and Tucker; Bates assumed the chair immediately.
The board unanimously approved the agenda and then set its 2015 meeting schedule to the second and fourth Tuesdays of each month, with the first monthly meeting at 9:00 a.m. and the second at 4:00 p.m. The board also approved three meetings to be held outside the Government Center: April 28 in Lake Township, July 28 in the Village of Thompsonville and Oct. 27 in Almira Township.
Commissioners amended the standing Board Rules (section 4.4) to add Budget/Finance/Accounts Payable, Labor Negotiations/Union Grievance, and Building & Grounds/County Emergency Management as standing committees, and to add the Central Dispatch Advisory Board to appointments to authorities. The motion to adopt the rules as amended carried on a roll call vote with all seven commissioners voting aye.
The board adopted several resolutions by unanimous roll call vote: Resolution 2015-002 (county depositories), Resolution 2015-003 (ACH electronic transfer transactions) and Resolution 2015-004 (Fair Housing resolution). The board also approved payment of bills for Dec. 17–30, 2014 totaling $1,360,807.82.
Chair Bates asked commissioners to submit their committee appointment requests to the chair by Jan. 16, 2015; new board members were asked to assume the committee seats previously held by the commissioners they replaced. The meeting adjourned after the board authorized, pending budget discussions, sending Commissioner Roger Griner to the National Association of Counties (NaCO) conference in Washington, D.C., Feb. 21–25, 2015.
The meeting record lists roll-call votes for motions and resolutions; where roll call is recorded, the minutes show Ayes: Bates, Carland, Griner, Sauer, Tucker, Walterhouse and Warsecke; Nays: None.
