Proctor council authorizes MDOT grant application, accepts MDOT turnback, approves Midway contracts and $400 library donation

The Proctor City Council on Sept. 15 approved several administrative and intergovernmental actions: authorization to apply for a Minnesota Department of Transportation (MDOT) ‘‘Teddy’’ grant to study a potential connector road, acceptance of an MDOT turnback of right‑of‑way at Third Avenue and Fourth Street, approval of fire protection and first‑responder service agreements with Midway Township, and a $400 donation to the Dolly Parton Imagination Library for the Proctor School District.
Councilor Benson moved to authorize city administration to prepare and submit a MDOT Teddy grant application to study feasibility and pre‑design for a new roadway between Kirkus Street and Westgate Boulevard; Councilor Johnson seconded the motion and it passed by voice vote. Administrator Rich said the project packet included a grant application and supporting maps.
On the MDOT turnback (SP6908‑72), the council reviewed a map and memorandum showing a highlighted area at Third Avenue and Fourth Street. Administration recommended accepting the turnback so the city would assume responsibility for the roadway after MDOT completes resurfacing. The council voted to accept the turnback; councilors discussed whether the area should later be included in a chip‑seal program after new asphalt has had time to settle.
Council approved a redlined fire protection agreement and a first‑responder services agreement with Midway Township after noting a clerical correction to an effective‑date clause; Administrator Rich and public‑safety representatives participated in negotiations. The agreements were approved by motion and voice vote.
The council also approved a $400 gift from the gambling fund to sponsor one month of book gifting through the Dolly Parton Imagination Library for the Proctor School District. Councilor Johnson made the motion and Councilor Peterson seconded it.
Council approved payment of bills in the amount of $152,441.87 by voice vote and adjourned. No formal action was taken on the informational solar‑projects item, which councilors discussed but left as informational because of tight grant timeframes.
"I was just...wondering...to confirm that we're still live for September 28th for Proctor and that project," Councilor Benson said during communications when asking about Resource Renew mailing and notices for a community cleanup in Proctor.
The council scheduled a special meeting for Sept. 19 and flagged upcoming community events including a Scandinavian Festival and a local trivia fundraiser supporting student travel.
