Arcadia’s City Council on March 3 approved a budget amendment and contract to run the city’s first resident‑only household hazardous‑waste (HHW) drop‑off event, funded in part by a $50,000 grant.
Bridget Arndell, Arcadia’s environmental services manager, told the council the city received a $50,000 HHW grant from the CalRecycle HHW program to support public education and a mobile or one‑time take‑back collection event. Arndell said the event will accept e‑waste, paint, pharmaceuticals and light bulbs and will be limited to Arcadia residents. “This event will accept light bulbs, pharmaceutical medications, paint and electrical waste or e‑waste like computers, cell phones, televisions and more,” Arndell said.
Arndell explained public works solicited proposals and shortlisted Veolia ES Technical Solutions LLC and Clean Earth Environmental Solutions; staff recommended Veolia as the most qualified and noted Veolia’s partnership with PaintCare to reduce paint disposal costs. The city will pay Veolia based on the volume of HHW collected. Although Arcadia was awarded $50,000, grant reimbursement occurs after the event, so staff requested a $44,420 supplemental appropriation from the solid‑waste fund to cover upfront costs.
Councilmember Michael Kao moved to approve Resolution 7,675 amending the FY25‑26 solid waste operating budget and authorizing a professional‑services agreement with Veolia for $44,420. The motion was seconded and passed on roll call 5‑0.
Arndell said the one‑time drop‑off is expected on a Saturday morning in spring 2026 at the Arcadia Public Library parking lot and will run for a three‑hour window with two hours for setup and breakdown. Residents will drive up, have HHW retrieved from their vehicles, and items will be sorted and transported for proper disposal.
The city will seek reimbursement from the CalRecycle grant after the event and deposit the funds back into the solid‑waste fund. No date had been finalized at the meeting; staff said the date would be set after contract execution.
