Arcadia council reaffirms military-equipment policy, approves $290,000 CDBG amendment for ADA curb ramps

The Arcadia City Council on May 19 approved two staff proposals: the city27s annual military-equipment report under Assembly Bill 481 and an amendment to the Community Development Block Grant (CDBG) spending plan to add Americans with Disabilities Act (ADA) curb-ramp projects.
Staff presented the AB 481 report and reminded the council that the city must publicly identify any military-level items held by the police department. "The report identifies that there was no new equipment that was purchased in 2025," City Manager Dominic Lazaretto (speaker 6) said, and noted planned ammunition replacements and a proposal to acquire drones in fiscal year 2026-27. The council voted to reaffirm the city27s ordinance and policy (Ordinance No. 2,387) and approve the report.
On the CDBG amendment, staff told the council the federal program had identified roughly $290,000 in additional funds for the current cycle. The council voted to amend the FY2025-26 statement of objectives to include planning for ADA curb-ramp projects and to authorize execution of a memorandum of understanding with the Los Angeles County Development Authority. A member of the public speaking in favor asked the council to consider pedestrian-safety measures alongside curb improvements.
Both measures passed on roll-call votes recorded in the meeting. Council members stressed the items were not secret and that staff would return with project bid documents for the CDBG-funded curb-ramp work.
The council then approved the consent calendar and moved to other business.
