The Canby City Council on Oct. 2 adopted Resolution No. 2024-10-02-2, identifying a targeted downtown area as meeting the definition of "slum and blight" under Minnesota Statute 469.002 Subd.11. The resolution says the City assessed 45 parcels in the target area, 42 of which have buildings or improvements; of those 42, 18 were determined to be structurally substandard and none were listed as dilapidated.
Council members said the finding is part of the City’s downtown revitalization and redevelopment program and is intended to support a 2025 Small Cities Development Program (SCDP) grant application. The resolution text lists criteria that can characterize blight, including dilapidation, obsolescence, overcrowding, faulty arrangement or design, and other factors affecting community safety and welfare.
Diana Fliss introduced the resolution and the council approved it by motion (moved by Fliss, seconded by Susan Cram). The action will allow the City to pursue SCDP funding for downtown redevelopment activities in the identified target area.
The resolution adopted at the meeting includes the target-area map and the council’s formal characterization of the area for purposes of the grant application. The city did not provide a specific SCDP request amount in the meeting minutes; further grant application details were not discussed in the public record at the Oct. 2 meeting.
