Browerville council advances Creamery Avenue and bridge improvements, sets assessment hearing

Browerville’s City Council on July 9 advanced the Creamery Avenue and Bridge improvement project, approving assessment steps, contractor pay and a change order after a project update from Bolton Menk engineer Kent Louwagie.
Louwagie told the council the Creamery Avenue/Bridge project is currently under budget, including change orders processed to date. Following the presentation, the council approved Resolution 20250709-1, "Declaring costs to be assessed and Ordering Preparation of proposed assessment," setting assessment terms at 20 years with a 3.97% interest rate. Christopher Minor moved the resolution; Joshua Goertz seconded, and the minutes record "CU."
The council also approved a resolution setting a public hearing on proposed assessments for Aug. 11 at 6 p.m. at the Community Center (the minutes list this resolution with a typographical error as 20250790-2; the correct sequence is recorded elsewhere in the agenda as 20250709-2). Sue Wiersgalla moved to set the hearing; Goertz seconded and the motion carried (CU noted).
Council members approved Contractor RL Larson Pay Application No. 6 for the Creamery Avenue and Creamery Bridge work; the minutes do not specify the payment amount. The council also approved Change Order No. 4 to add miniCAS pump control modules for the project’s lift stations. Christopher Minor moved the change order; Sue Wiersgalla seconded and the motion carried (CU noted).
The council’s actions move the project toward formal assessment hearings and continued construction steps. The public hearing on assessments is scheduled for Aug. 11 at 6 p.m. at the Community Center.
