CDD hears storm-surge resilience plan, NPDES update; approves emergency street sweeping

Eric Long and Bill Kurth briefed the Board on post-storm conditions and resilience planning. Kurth said the lakes fared well after recent storms with only one nano-bubbler needing repair, while Long described an action plan addressing storms and climate impacts over the next five to ten years, including a potential advisory/review panel and coordination with state and county agencies. Long cited a hypothetical topographic analysis suggesting that a 10–12 foot storm surge could flood an estimated 45–55% of the community and asked the CDD to designate board and staff representatives to assist with resilience planning; the Board agreed that Mr. Long and newly appointed Mr. Merrill will assist and authorized Mr. Krebs to help as needed.

On wastewater and stormwater compliance, Mark Zordan presented the Lee County NPDES Permit Cycle 4 Year 7 annual report (FLS000035-004), which Lee County reviewed and approved; staff will submit it to the Florida Department of Environmental Protection in advance of the Nov. 1, 2024 deadline. Staff noted that permit renewal timing is uncertain and that sampling requirements may change, so they will continue compliance activities into Year 8.

The Board also ratified an emergency Precision Cleaning, Inc. street-sweeping contract to remove storm debris; the vendor completed eight loads/passes and the Board authorized a one-time payment of $1,475 and allowed staff to add additional week-to-week cleanings for the next month if necessary.

The Board discussed county effluent reaching within 4 feet of homes on one occasion and requested future notifications be emailed to all supervisors. District staff will continue to monitor and coordinate resilience, permitting and maintenance activities and will report back.
