River Ridge CDD appoints Keith Merrill to fill vacant Seat 1; oath administered

The River Ridge Community Development District on Oct. 22 unanimously appointed Keith Merrill to fill the vacant Seat 1 through November 2026. Chair Bob Schultz nominated Merrill, Mr. Twombly seconded and the motion carried "with all in favor." Mrs. Adams, a notary, administered the Oath of Office.
After the appointment, District Manager Mrs. Adams and District Counsel Tony Pires reviewed statutory and administrative obligations for board members, including Florida ethics training and Form 1 filing, public records requirements, the Sunshine Amendment and the use of Form 8B for voting-conflict disclosure. Counsel emphasized email etiquette for board members and the requirement to avoid 'reply all' when Board emails include other supervisors.
The Board also adopted Resolution 2025-01 to elect district officers: Bob Schultz (Chair), Terry Mountford (Vice Chair), Kurt Blumenthal (Assistant Secretary), Robert Twombly (Assistant Secretary) and Keith Merrill (Assistant Secretary). The resolution also removes James Gilman from previously held officer positions. The resolution was adopted by unanimous vote.
