Resident reports under-slab moisture and CDD approves drainage easement

Lynda Sorensen, an Oak Run resident, told the River Ridge Community Development District Board on Oct. 22 that high moisture under her slab has caused buckling in her master bedroom flooring, mold risk and elevated moisture readings. Inspections found no plumbing or HVAC leak and identified a floor-warranty issue; a leak-detection specialist reported very high moisture levels in the slab and advised perimeter drain tiles and 5–10-foot downspout extensions to move surface water away from the home.
Sorensen said heavy rainfall and ponding behind her unit at 27123 Sound Way submerged underground downspouts and that she has asked her homeowners association to install drainage improvements. District staff and board members discussed whether the drain tiles are an HOA responsibility versus a district responsibility; Chair Bob Schultz and District staff indicated the drain tile installation is likely an HOA matter, while the CDD can coordinate where its infrastructure is implicated.
Separately, District Counsel Tony Pires presented a draft Grant of Easement (drainage) template to convey drainage easements from Pelican Sound Golf & River Club (PSGRC) to the River Ridge CDD. The Board approved using a blanket template form for drainage easements and agreed that each specific easement will include an attached sketch and legal description when brought forward for approval. Charlie Krebs said he is preparing two additional drainage easements (Seaside II and the golf course area) and will forward them to counsel when complete.
The Board approved the Proposed Grant of Easement for drainage from the PSGRC to the RRCDD by unanimous motion. Staff said work on some drainage improvements will await drying conditions before construction can begin.
Next steps: homeowners seeking property-level drain tiles or downspout extensions should coordinate with their HOA; the District will process specific drainage easements using the approved template and attach required sketches and legal descriptions when each easement is presented for Board action.
