Consultant recommends reconstruction of Mill and Lake streets in Minnesota City

At a March 4 special meeting, Joseph Palen of Stantec Consulting Services Inc. presented a feasibility report to the Minnesota City Council recommending reconstruction of Mill Street and Lake Street and proposing miscellaneous sanitary-sewer extensions to serve nearby blocks.
Palen told the council the Mill Street work would include new curb and gutter, on-street parking, and sidewalks, and that the engineering team is weighing concrete versus bituminous pavement for that street. He said the report also identifies potential storm-drain installations as part of the reconstruction package.
On Lake Street, Palen said the existing pavement "is not salvageable" and recommended using bituminous pavement for reconstruction. Because Lake Street is a dead-end, the report also outlined an option to provide a cul-de-sac turnaround to facilitate traffic and service access.
The feasibility study likewise included options for extending the sanitary sewer line to Minnesota Street, Forgotten Lane and Bridge Street to serve properties adjacent to the proposed roadway work. The presentation did not record a final decision on pavement type, storm-drain installation, or which sewer extension option the council will pursue.
During the meeting, property owner Conrad Scherbring approached the council to discuss what he may need for his property; the transcript records his approach but does not document a formal request, staff direction or any council vote on his matter.
Mayor Kelvin Penrod opened the meeting at 6:02 PM. The special meeting was adjourned at 7:16 PM. The minutes were signed by Tina Full, City Clerk-Treasurer.
