Toledo council approves alley sale, fund transfers and ordinance change

The Toledo City Council on Aug. 11 approved a package of property, budget and ordinance actions, including the sale of a vacated alley at 105 N Ann Street and transfers to support a bridge project and sidewalk visioning.
The council opened and closed a public hearing on the alley sale; the clerk reported no written or oral comments were received. Councilmember Vesely moved to approve Resolution 2025‑12 directing the sale of the alley; Cook seconded and a roll call recorded all present voting aye.
Councilmember Pansegrau moved and the council approved Resolution 2025‑13, which adopts the form of deed for that same property transfer. The two resolutions together authorize the city to proceed with disposition of the vacated alley between lots 1, 2, 7 and 8 of block 13 in Stone & Harrison's addition.
The council also approved Resolution 2025‑15 authorizing an inter‑fund loan for the 300th Street Bridge project and sidewalk visioning, and Resolution 2025‑16 authorizing transfers to cover outstanding and upcoming budget appropriations. Both motions passed on unanimous votes.
On ordinance business the council approved Ordinance 2025‑05 amending Chapter 23, Section 23.02 of the Toledo Code to change the Joint Recreation Board provisions; the council then approved Resolution 2025‑17 waiving the second and third readings of the ordinance. The council voted to contract with Iowa Codification to update the city code to reflect 2024 and 2025 legislative changes.
The meeting included a closed session called under Iowa Code 21.5(1)(c) at the request of Attorney Marquess from 5:29 p.m. to 5:57 p.m.; the council reported no action following the closed session. The council adjourned at 6:01 p.m.
