Council members voted to approve the retainer so legal work can proceed if needed; staff said the appropriation would use funds already available and the retainer enables counsel to begin work on potential claims.
The retainer does not obligate the city to a particular litigation path but clears the procedural step to engage counsel. Council asked staff to proceed with the retainer and report back if and when recoveries or claims are filed.
