Council moves forward on Lake Road bidding, debates grading contract and Eggert Beach culvert review

Council also reviewed a long-running culvert repair at Eggert (referred to earlier in the meeting as Agate Beach) and reported continued, slow responses from FEMA. Staff said they would pursue DNR opinions about returning to the original, lower-cost design and will attempt to rebid the work this summer if approvals arrive.
On road grading, public works presented two bids: Joe Hendricks (hourly, $175/hour) and Herberg Construction (per-mile or $100/hour including fuel). Council criticized the lack of apples-to-apples bid formats, discussed fuel surcharge mechanics and local bidding practices, and debated awarding the contract. One council member objected to awarding city money to a company with unpaid taxes; after debate the council moved to accept Joe Hendricks' bid and recorded an abstention during the roll-call.
Council members asked staff to clarify bid formats and procurement safeguards for future work and to document fuel-surcharge calculations when comparing hourly and per-mile bids.
