Commissioners adopt FY2028–2032 ICIP updates, increase Cimarron senior‑center HVAC allocation

Colfax County commissioners voted to adopt updates to the county’s FY2028–2032 Infrastructure Capital Improvement Plan (ICIP) and approved concurrent budget adjustments during their regular meeting.
By motion and roll call, the board approved Resolution 2026‑46 updating the ICIP: the county moved the Colfax County Road Department building up to priority six for fiscal year 2028 and shifted the Judicial Center roof replacement to fiscal year 2032 with an estimated cost of $1 million. Commissioners said the change leaves six ranked items for FY2028 and retains other items in later years.
The board also passed Resolution 2026‑45 adopting the senior‑center ICIP for Raton, Springer and Cimarron. A motion to approve included a caveat to increase the Cimarron HVAC allocation to $75,000; the motion carried on roll call.
Commissioners additionally approved Resolution 2026‑44, a package of budget adjustments, after staff circulated an updated version before the meeting. The manager said last‑minute edits were added and recommended approval; the motion carried with a recorded roll call.
None of the ICIP votes included conditions for immediate bidding or construction beyond the budget and plan updates recorded; staff will carry the adopted priorities into capital planning and future budget documents. The commission discussed scheduling for follow‑up budget workshops in July to finalize the FY27 budget and adoption timeline.
