Kenosha Water Utility board approves $2.699 million maintenance-building contract, several permits and event agreement

At its March meeting the City of Kenosha Water Utility approved awarding a $2,699,535 contract for a headquarters maintenance building (noting a roughly $500,000 gap from budget), reissued and issued three industrial wastewater permits, renewed Haribo's permit, and approved a property-use agreement with the Kenosha History Center for several 2026 event dates.
At the March meeting of the City of Kenosha Water Utility, commissioners approved a series of motions that included awarding a contract for a maintenance building, reissuing and issuing industrial-wastewater permits, renewing a manufacturer’s permit and approving a property-use agreement with the Kenosha History Center.
On contract 2026-01-Admin, staff introduced the low bid from Sher Construction of $2,699,535 for a satellite headquarters maintenance/vehicle-storage building. Staff stated the project had been budgeted at $2,250,000 and that the bid exceeded the budget by roughly $450,000–$500,000. "Budgeting at $2,250,000," staff said; "Bid came in, just below $2,700,000." Commissioners discussed whether to include a budget amendment with the motion. The motion to approve the contract with the budget amendment on the floor was moved, seconded and carried; the chair voted aye.
The board also approved a property-use agreement between the City of Kenosha Water Utility and the Kenosha History Center for cruise and event dates on May 29, July 24, July 31, August 28 and September 25, 2026. Staff said the agreement has been in place for several years and recommended approval; the board voted in favor.
On permits, staff recommended and the board approved three industrial-wastewater actions: a new discharge permit for IEA LLC, which will operate a new facility manufacturing industrial-size radiators and glue coolers and will perform on-site pretreatment before discharging to the system; reissuance of a permit to Linamar Corporation (formerly Allodyne LLC) required by local ordinance after the name change and accompanied by a laboratory-method clarification; and the annual renewal of Haribo of America Manufacturing LLC's permit, for which staff reported ongoing progress on pretreatment and no compliance issues during the prior permit cycle.
Routine business also included approval of February disbursements and the minutes from the February 23 meeting. The board did not set a deadline for a formal budget amendment in the meeting record; staff said they could cover the delta by reducing other budget items or bring a budget amendment forward later.
