Kim Massey, operator of the Wild Goose Exchange, told the License and Permit Committee on March 2 that she seeks a secondhand article dealers license so her business can buy, sell and trade clothing and other items through community transactions and wholesale purchases.
Massey said her store has been at its current location for two years and that her son, a senior at Carthage College, manages day-to-day operations. She said the business will price trades at about 10% of sale value and submitted required identification paperwork for three individuals as part of the licensing process.
The clerk noted the application was deferred from the committee's Feb. 24 meeting and that the police department had submitted a recommendation; during the hearing the clerk asked the applicant about records-retention obligations in case the police department needs to contact the business. Massey said she is aware of those record-keeping responsibilities and provided the paperwork the committee requested.
A committee member moved to approve the application, the motion was seconded and approved by voice vote. The clerk recorded that the chair cast an affirmative vote; the committee voted to pass the item and directed it to proceed to the council.
The committee did not record a roll-call tally for individual yes/no votes in the transcript; the clerk stated simply that the motion passes. The item will appear on the council agenda for further action.
