ULCT board directs staff to seek UCA representatives who remain city employees

The board of the Utah League of Cities and Towns discussed representation on the Utah Communications Authority board and gave staff direction to recommend replacement nominees who remain actively employed by cities.
Staff explained that current ULCT representatives on the UCA board — identified as Ogden City Administrator Myra Brown and St. George Government Affairs Director Shawn Guzman — are leaving their city roles but have indicated interest in serving through their terms. Staff noted state law does not expressly bar retired officials from serving, and many current UCA representatives are retired. However, several board members said they prefer representatives who are still employed by cities so they remain connected to day‑to‑day operations; one member suggested city managers, city attorneys, mayors or council members would qualify, while chiefs of police (as direct users of the 911 system) likely would not.
A motion from Mayor Palmer (seconded by Councilmember Eggbert) asked staff to pursue new representatives who meet the board’s preference; the motion passed by voice vote. Staff will prepare names and bring recommendations to the August board meeting for gubernatorial nomination.
In the same section of the agenda staff also updated the board on Joint Highway Committee vacancies and proposed appointments to regional outdoor recreation ranking councils; those appointments were moved and approved as presented.
