Karen read the staff motion into the record and moved to approve the application "with conditions 1 through 4" and a finding that the project as approved is consistent with applicable coastal policies and includes reasonable mitigation measures. Craig Cawkins, the builder representing the applicant, said the lot is flat and was previously developed (a house built in 1954 that was demolished under permits in 2014). He described a simple cape‑style replacement house served by town sewer and water, an asphalt driveway, surface gutter discharge and no proposed septic, and said off‑site trucking of excess material is expected ("no filling").
