Westmoreland County commissioners approve grants, contracts, housing amendments and budget changes

At its June 4 meeting the Westmoreland County Board of Commissioners unanimously approved a $682,344 juvenile-reinvestment grant, multiple provider contracts, ESRI maintenance and substantial HOME/CDBG amendments that allocate $173,783 in HOME program income.
The Westmoreland County Board of Commissioners on June 4 unanimously approved a slate of grants, contracts, budget amendments and housing-program changes during its regular meeting in Hannah's Town.
On a motion by Commissioner Ted Kopas, seconded by Vice-Chair Douglas W. Chew, the board accepted $682,344 in grant funding from the Pennsylvania Commission on Crime & Delinquency for the 2025–2026 Juvenile Reinvestment Initiative (term April 1, 2026–April 1, 2028). The board also approved an agreement to host a demonstration of GovAI case-management software for Adult Probation and a contract with Alternative Community Engagement Solutions, LLC for sex-offender and court-ordered mental-health assessments (rates and service terms were presented to the board).
In planning and housing business the commissioners adopted multiple resolutions (R-44-2026 through R-48-2026) to amend the county’s Citizen Participation Plan and to make substantial and minor amendments to the Community Development Block Grant (CDBG) and HOME Investment Partnerships programs; staff reported the county has received $173,783.38 in unanticipated HOME program income and amended the FY2025 Annual Action Plan to allocate that money to a senior rental development project.
Other approvals included: an ESRI/ArcGIS maintenance subscription ($46,071), a two-year service contract to maintain the prison’s SecurPass security scanner ($28,000), a $150,000 landslide-remediation agreement for the Great Allegheny Passage (funded by 2026 Hotel Tax), multiple generator maintenance and repair agreements for public-safety facilities, and renewal of Westmoreland Manor’s property insurance with Travelers ($118,986 for July 1, 2026–July 1, 2027). The board also approved a $66,055 vehicle purchase agreement (final approval subject to solicitor review) to support after-school transportation in Jeannette and a range of provider agreements and rate updates across human services, behavioral health and the Children’s Bureau.
Commissioners approved comprehensive personnel actions (new hires, rehires, retirements, terminations and resignations) across county departments and reappointed members to local authorities and the community college board. All motions recorded in the minutes were agreed to unanimously. The meeting concluded with approval of budget amendments for 2025 and 2026 and adjournment at 10:36 a.m.
