The board, meeting in Council Chambers at the Reining Center, voted 3–0 to grant the variance for parcel #14.22.451.002. Joan Hayward-Helm moved to approve the variance and Valerie Kaiser seconded; the motion carried after all present members voiced ayes. Board members DalLynn Hotchkiss-McEltree, Joan Hayward-Helm and Valerie Kaiser were present. Lance Johanssen and Dale Yuska were absent.
The request, filed by Duane Pansegrau, sought permission under chapter 165.17(2) to add a 12‑by‑24‑foot extension to an existing detached garage. Current local rules allow up to two accessory structures of up to 1,000 square feet; Pansegrau asked the board to permit the additional attachment. The clerk reported there were no written or oral comments submitted to the office prior to the vote.
The board opened with routine business, including approval of the Aug. 19, 2025 meeting minutes (moved by Joan Hayward‑Helm; seconded by Valerie Kaiser) before considering the variance. The meeting was called to order at 5:27 p.m. by Chairman Kaiyla Wacha and was adjourned at 5:33 p.m.
Because the board approved the variance by formal motion and roll call, the approval is recorded in the minutes as carrying with all members present voting in favor. The minutes do not record any conditions attached to the variance, nor do they include any public testimony related to the request.
