Toledo council approves consent agenda, adopts two ordinance updates and backs alternative energy

The Toledo City Council on Sept. 8 approved its consent agenda and a series of measures that included updates to the municipal code, a small right-of-way purchase for the 300th Street Bridge project and a resolution backing alternative energy.
Mayor Sokol opened the meeting at 5:00 p.m. and Councilmember Vesely moved to approve the consent agenda; Pansegrau seconded and the motion carried with all present voicing ayes. The consent agenda encompassed minutes from the Aug. 25 meeting, current financial reports and an itemized claims report. Invoices paid from Aug. 26 through Sept. 8 totaled $145,458.82 and payroll totaled $38,073.51, producing a report total of $183,532.33 across funds including General ($90,445.60), Water ($21,812.97) and Sewer ($32,705.94).
Council approved a right-of-way purchase agreement for the 300th Street Bridge project with Weiler Farms, LLC for $3,142.24 after a motion by Vesely and a second by Boll; the measure passed unanimously. The council also adopted Ordinance 2025-06 to amend the Toledo Code of Ordinances to reflect changes made in the 2024 Iowa Legislature (motion by Pansegrau, seconded by Vesely) and adopted Ordinance 2025-07 to reflect changes from the 2025 Iowa Legislature (motion by Vesely, seconded by Pansegrau). In both cases the council approved resolutions (2025-18 and 2025-19) waiving the 2nd and 3rd readings; roll-call votes were recorded as all present voting aye.
Councilmembers voted to table approval to hire a paramedic until a later date after a motion by Pansegrau and a second from Vesely. Boll moved, and Pansegrau seconded, approval of Resolution 2025-20 expressing support for alternative energy; the resolution passed on a unanimous roll-call vote. The council also approved travel for Kim McAdoo and Wacha to attend the IMFOA conference in Des Moines Oct. 15–17, 2025 (motion by Vesely, seconded by Boll).
Votes and motions at the meeting were unanimous among those present (Mayor Sokol, Pansegrau, Boll and Vesely); Goodhart and Cook were recorded as absent. The meeting adjourned at 6:04 p.m.
