Toledo council approves FY25 financial report, personnel hires and pay change

The Toledo City Council on Aug. 25 approved the FY25 Annual Financial Report, authorized a pay increase for a newly certified police officer, and hired an EMS assistant director, among routine financial approvals.
Councilmember Pansegrau moved to approve the FY25 Annual Financial Report as presented; Councilmember Vesely seconded and the measure passed unanimously. The meeting minutes list an accounts-payable total of $34,693.23 and payroll of $38,988.25, giving a report total of $73,681.48. Revenue balances reported included General Fund $223,739.49 and a listed 300th Street Bridge Project balance of $280,000.00.
In personnel business, Councilmember Vesely moved and Cook seconded a $1.00-per-hour wage increase effective Aug. 23, 2025 for Officer Andrew Bunce following his police-academy graduation on Aug. 22. The council recorded unanimous approval. Separately, the public safety committee recommended hiring Delrae Hennessy as EMS Assistant Director at an annual salary of $62,000 effective Aug. 25, 2025; Boll moved that hire, Pansegrau seconded and the motion carried unanimously.
The council also approved a list of claims and routine consent items, including minutes from earlier meetings, several board minutes, building permits, a liquor-license ownership amendment for Hy-Vee Dollar Fresh (Class E Retail Alcohol), and certifications of liens on several properties. The minutes do not record substantive public-comment discussion on these items. The meeting adjourned at 5:44 p.m.
