CCRPC approves comment letters on five Act 250/Section 248 advance notices, including solar and substation projects

Regina Mahony, planning program manager for the Chittenden County Regional Planning Commission, referred committee members to five Act 250 advance notices and Section 248 advance notices included in the meeting packet and recommended comment letters based on current information.
The projects reviewed were:
• A&C Realty, LLC (Essex): Act 250 application for 123 Old Colchester Road for 150,000 cubic yards of bedrock removal, processing and off-site shipment, and construction of two additional 20,000-square-foot commercial buildings; the CCRPC found the project consistent with the enterprise planning area in the 2018 ECOS Plan.
• Kana Solar Energy (Essex) — Section 248 advance notice for a 62.64 kW net-metering solar project at 1 Kana Land; CCRPC determined the project meets Energy Goal #17 and is in conformance with the regional plan, subject to mitigation of constraints with appropriate state agencies.
• Spear Street Solar (South Burlington) — Section 248 advance notice for a 500 kW group net-metering facility at 600 Spear Street; CCRPC found the project meets energy goals and suitability policies, subject to further review when the full petition is filed.
• Richmond Substation (Richmond) — Section 248 advance notice for an existing substation upgrade at 254 Governor Peck Highway; CCRPC found it conforms with energy and suitability policies.
• Hinesburg Pond Solar (Hinesburg) — Section 248 advance notice for a 50 kW solar project at 190 Pond Road; CCRPC found it meets suitability and constraints policies pending coordination with state agencies.
Mike O’Brien made a motion, seconded by Chris Shaw, to approve all five Act 250/Section 248 letters as presented; the committee voted to approve them unanimously. Regina and staff noted that the comments were based on information currently available and that CCRPC will re-review project locations after full petitions are submitted to confirm initial findings.
