City agrees to accept 8-inch water main and waive up to $36,435 in impact fees for Alpine Grove project

The White Salmon City Council on Feb. 4 authorized a Memorandum of Understanding allowing the City to accept an upsized eight-inch public water main constructed by Alpine Grove developers and to waive water and sewer impact fees not to exceed $36,435.
Director of Public Works Chris True told the Council staff discovered an existing 2-inch water line in close proximity to a sewer during construction on SW Alpine Grove Lane and that the Washington State Department of Health required relocating the line. True described the financial analysis: the proposal would waive $36,435 in water and sewer impact fees, the City would avoid $75,982.32 in costs by not having to install a replacement 2-inch line itself, and the net financial benefit to the City would be $39,547.32.
Council Member Doug Rainbolt said he viewed the MOU as a good-faith transaction but expressed concern that a proportionality analysis had not been completed. Council Member Ben Giant asked whether the 8-inch main complied with the City’s water system plan; Director True said, based on the City’s engineer recommendations, an 8-inch main was required.
The motion to approve the MOU, moved by Patty Fink and seconded by Ben Giant, authorized acceptance of the upsized eight-inch public water main and waived water and sewer impact fees not to exceed $36,435. City Attorney Shawn MacPherson said the document would return with administrative revisions to signature lines and notary clauses to verify signing authority. The motion passed 4-0.
