Planning Commission approves preliminary and final plat for 301 Central Avenue with fire-access easement

The Faribault City Planning Commission voted to approve both the preliminary and final plat for a reuse project at 301 Central Avenue, a downtown property proposed to be subdivided into three units.
Harry Davis, presenting the application to the commission, said the lot split meets zoning requirements for the central business district and that staff had identified only minor title and utility items to correct before county recording. "There are no major issues with the plat," Davis said, adding that staff recommended the commission approve the resolution with conditions. He noted the applicant is requesting an easement to facilitate fire access where second-floor fire-rating requirements affect walls at property lines.
Commissioner Steve asked for clarification about the wall and egress plans; Davis explained that where buildings abut along a property line, a fire-rated separation is required and the proposal includes building up that wall and installing a door plus an easement to allow adequate egress and fire access. "You have to fire rate that wall," Davis said, describing the easement as a way to meet code while allowing future separate ownership of the subdivided units.
Sam moved to approve the preliminary and final plats together as presented; the motion was seconded and carried on a voice vote. The approval was conditional on applicant corrections to title records and utilities and on the recording of the access easement to address the fire-code issue raised by staff.
The commission also opened the public hearing and closed it immediately after noting no members of the public were present to comment.
Next steps for the applicant include completing the small title and utility corrections described by staff and ensuring the easement language is finalized before county recording of the final plat. The commission did not identify other substantive barriers to approval at this meeting.
