Spirit Lake council approves $1.0M in October bills, multiple project pay applications and routine licenses

The Spirit Lake City Council on Oct. 28 unanimously approved the city’s October bill list and a slate of project pay applications, change orders and routine licenses.
The city clerk presented an itemized bill list showing a total of $1,002,069.65 for October 2025. The line-item list included construction pay items and routine municipal charges; council approved the bill list on a motion by Councilmember Kofoot, seconded by Councilmember Mensing.
Separately, the council adopted multiple project resolutions: Resolution No. 2025-57 approving Pay Application #4 and Change Order #2 for the 2025 23rd Street Reconstruction project; Resolution No. 2025-58 approving Pay Application #1 and Change Order #1 for the Pointe of Pines 3rd Addition infrastructure improvements project; and Resolution No. 2025-59 approving Pay Application #4, Change Order #1 and closing out the 2025 median improvements project. Each resolution was recorded as adopted with aye votes from Councilmembers Johnson, Kofoot, Brockmeyer, Chappas and Mensing.
The council also adopted change orders for the Water Treatment Plant automation and control upgrades Phase 2 (Resolutions No. 2025-60 and 2025-61) and approved financial reports for FY2025 (Resolutions No. 2025-62 and 2025-63). Council approved the Urban Renewal Annual Report and set a public hearing on a proposed annexation (Resolution No. 2025-64).
On the licensing front, Council approved a Special Class C Retail Alcohol License (with outdoor service and living quarters) for The Oakwood Inn, a new Class E Retail Alcohol License for Brew #103, and the cigarette/tobacco permit for Brew #103. All licensing motions carried unanimously.
Votes: motions to adopt the listed resolutions and approvals were moved and seconded as recorded in the minutes; where listed, aye votes included Councilmembers Johnson, Kofoot, Brockmeyer, Chappas and Mensing. Where the minutes state "motion carried unanimously," the minutes record no dissenting votes.
