The Spirit Lake City Council on Aug. 26 voted unanimously to reject a competitive quote from Hulstein Excavating for the 2025 Lime Pit Discharge Improvement Project and authorized Beck Engineering to reissue quote requests.
Councilmember Mensing moved to reject Hulstein Excavating’s competitive quote and Councilmember Johnson seconded. The motion carried on a unanimous vote.
Council directed that Zach Arneson of Beck Engineering be authorized to send quote requests back out “based on his time schedule,” per the motion record. No contract award was made at the meeting; the council’s action was limited to rejecting the single competitive quote and restarting the quoting process.
The record does not include terms of the rejected quote, the reason for rejection, or any revised schedule; those details will be determined and announced by city staff or Beck Engineering as the procurement proceeds.
The meeting concluded after a public comment period and adjournment motion.
