Spirit Lake council approves minutes, bills, liquor licenses and four resolutions; reissues lime pit quotes

The Spirit Lake City Council on Aug. 26 unanimously approved routine business including the Aug. 12 minutes and an August bill list totaling $621,529.93.
Councilmember Kofoot moved and Councilmember Mensing seconded approval of the minutes and the bills, both motions passing on unanimous votes. The bill list includes a $254,897 charge for a garbage truck and $46,077.60 for water meters, among other items.
The council granted a Class C retail alcohol license to Juniper Lanes and approved ownership changes for Hy‑Vee and Hy‑Vee Wine and Spirits after a motion by Councilmember Kofoot and second by Councilmember Mensing.
Councilmembers also introduced and adopted four resolutions on unanimous votes: Resolution No. 2025‑42 (cancel and reset a public hearing and approve publication of notice on proposed annexations), Resolution No. 2025‑43 (approve a water service purchase agreement with Osceola County Rural Water Systems Inc.), and Resolutions No. 2025‑44 and No. 2025‑45 (both certifying delinquent charges to the Dickinson County Treasurer).
The meeting closed after a public comment period in which Vickie Larsen addressed the council; the record does not include the text of her remarks. The council adjourned following unanimous approval of an adjournment motion.
The council’s city administrator is Gregg L. Owens; the meeting was called to order by Mayor Kevin Bice.
