Board reviews buildings‑and‑grounds agreement to clarify town vs. district responsibilities

The Tolland Board of Education reviewed a buildings‑and‑grounds agreement intended to make explicit which outdoor spaces and maintenance tasks are the town’s responsibility and which fall to the school district. Superintendent Dr Willet displayed a map and explained the color‑coding that separates district‑maintained areas from town‑maintained areas.

Dr Willet said the red areas on the map indicate the spaces the district handles while yellow areas are the town’s domain, and he warned that local topography and town staffing levels sometimes affect whether the town can prioritize school parking lots or athletic fields. “Sometimes people get confused about who is doing what,” he said, and the agreement is intended to reduce that ambiguity.

Board members raised examples of maintenance that have created friction. Brian described a facilities employee who took on extensive dugout repairs using his own materials and time and asked whether the district should seek town assistance or reimbursement. The superintendent said he is arranging a meeting with town staff, the town manager and district facilities personnel to coordinate Little League field concerns and future capital requests.

Discussion also touched on volunteer 'adopt a spot' areas that can become overgrown if volunteers drop out, snow‑removal responsibilities when the town’s heavy equipment is deployed elsewhere, and how capital requests are scheduled in August–October each year. No policy change or formal vote was taken; the administration said it will follow up with the town manager and bring any proposals for changes to the board if necessary.

The board framed the discussion as an exercise in clarifying operational responsibilities rather than a request for immediate budgetary action.
