Marshall County Fiscal Court adopts FY26/27 budget and approves leases, appointments and personnel actions in unanimous session

At a special meeting June 9, the Marshall County Fiscal Court adopted Ordinance 2026-04 (FY26/27 budget) and unanimously approved a package of leases, board appointments, insurance and personnel actions, including several new hires and a wage increase.
The Marshall County Fiscal Court convened a special called meeting on June 9, 2026 at the Marshall County Courthouse in Benton and unanimously approved a series of fiscal and administrative actions, including adoption of the FY26/27 budget.
Judge Spraggs called the meeting to order. Commissioner Marty Barrett moved and Commissioner Eddie McGuire seconded approval and adoption of Ordinance 2026-04, the county’s FY26/27 budget; all voted aye and the ordinance was adopted. The court also accepted all oil and fuel bids and approved the FY26/27 agreement with Kentucky Lake Economic Development.
The court approved multiple lease agreements between the Fiscal Court and Marshall County Rescue Squad, Marshall County Sanitation, CASA, WKAS and DAV, and separately approved the lease renewal for the Attorney General’s office in the Judicial Building. Commissioners approved the Standing Order to Pay Salaries, Utilities, and Other Certain Recurring Expenses for FY26/27, an appropriation transfer, and a bank transfer. The court also approved payment of the bills presented.
Board appointments approved included the reappointment of Ron Davis to the Jonathan Creek Water Board (term to expire 6/30/2030) and the appointment of Kim Wiggins to the Board of Assessment Appeals (term to expire 2028). The court amended a prior appointment to place Taran Crabtree on the Gilbertsville Fire Board to fill the vacated firefighter position of Michael Mackey (term to expire 6/30/2027). All appointments were moved by Commissioner Marty Barrett and seconded by Commissioner Eddie McGuire (the amendment was seconded by Commissioner Monti Collins); each motion carried with all voting aye.
On insurance and policy matters, the court approved the FY26/27 Earthquake Policy Renewal and voted to decline terrorism insurance coverage. Both actions were approved unanimously.
Personnel actions approved by motion included new hires and a wage change: Mackenzie McDonald (E911) at $24/hour, effective 6/10/26; Connor Bomgardner (Animal Control) at $15/hour, effective 6/10/26; Caden Morris (Road Department seasonal) at $15/hour, retroactive to 6/8/26; and a wage increase for Tara Martin to $26/hour, effective 6/16/26. Deputy Judge Andrew Pagel had earlier read a list of May personnel changes for the record.
Most motions were moved by Commissioner Marty Barrett and seconded by Commissioner Eddie McGuire; motions were recorded as carrying with unanimous assent (the minutes state "all voted aye"). Commissioner Monti Collins made or seconded several motions as noted. The meeting adjourned after a final unanimous motion to adjourn.
