Southampton committee adopts ordinance on salt-storage rules, approves multiple resolutions

The Southampton Township Committee on Sept. 17 adopted Ordinance 2024-16, which adds section 21-6B to the township code to establish requirements for the storage of salt and other solid de-icing materials on properties not owned or operated by the township. Committeewoman Elizabeth Rossell moved to adopt the ordinance; Mayor Michael Mikulski seconded and the measure passed on a 5-0 roll-call vote.
The ordinance was opened to public comment by Mayor Michael Mikulski; no members of the public spoke during the hearing. The committee’s action formalizes a township standard for storage of de-icing materials that the committee placed into the municipal code as 21-6B.
The meeting also saw the unanimous adoption of a consent agenda that included Resolutions 2024-105 and 2024-107 through 2024-112. Those items covered the Municipal Joint Insurance Fund appointment of a fund commissioner, appointment of a public agency compliance officer, approval of Change Order No. 1 for Hampton Lakes Beach Park, authorization to execute a DOT access permit, appointment of a qualified purchasing agent, Payment No. 1 for the CDBG FY2023 Hampton Lakes Park playground improvements contract, and a tax-account adjustment under the Totally Disabled Veteran Exemption.
Separately, the committee adopted Resolution 2024-106 (Municipal Joint Insurance Fund: alternate fund commissioner). That resolution passed with Mayor Mikulski, Deputy Mayor Ronald Heston, Committeewoman Elizabeth Rossell and Committeeman William Raftery voting in favor; Committeeman James Young abstained.
The committee approved the bills for payment by roll call vote with all members voting yes.
Mayor Michael Mikulski introduced Ordinance 2024-17, an ordinance appropriating $472,430 for the acquisition of various equipment; Deputy Mayor Heston seconded the introduction. The ordinance was scheduled for second reading and public hearing on Oct. 15, 2024.
The committee adopted Resolution 2024-113 to enter executive session for pending or anticipated litigation and personnel matters, entered executive session at 6:53 p.m., returned at 8:06 p.m., and recorded that no formal action took place as a result of that session. The meeting adjourned at 8:07 p.m.
The committee’s next scheduled action on the introduced ordinance (2024-17) is the second reading and public hearing on Oct. 15, 2024.
