Waynesboro adopts multi‑year capital plan, introduces two budget ordinances

The Waynesboro City Council voted 4–0 Tuesday to adopt the city’s FY2027–2030 Capital Improvement Plan and introduced two related budget ordinances for future consideration.
Chief of Internal Services Cameron McCormack reviewed the CIP, explaining it lists projects and funding plans for fiscal years 2027–2030 and includes an unplanned/unfunded projects section. McCormack described three linked actions for council consideration: adopt the CIP, adopt a FY2026 budget amendment to capture non‑recurring items, and adopt recurring fund appropriations into the CIP. He told council that adopting the CIP "doesn't legally obligate you to follow through on those pieces of the plan; it just charts the course." Council moved to adopt the plan and the chair recorded a 4–0 voice vote in favor.
Council then opened and closed a public hearing on an ordinance to amend the FY2026 budget in the amount of $17,752,989; no speakers signed up and the ordinance was introduced for consideration at the next business meeting. The council also introduced an ordinance to amend the FY2027 budget by $720,000; it likewise will be considered at a later meeting. During discussion the Vice Mayor and staff clarified that the city manager’s budget included a community vitality set‑aside of $300,000 for the fiscal year, split as $200,000 recurring to the CIP and $100,000 nonrecurring in the general fund.
