Council debates $7,500 Snider engineering study for Sunset sewer extension; motion fails for lack of second

The West Burlington City Council discussed a proposal from Snider and Associates for $7,500 in preliminary engineering work to evaluate a sanitary sewer extension to the Sunset subdivision but took no action after a motion failed for lack of a second.

Staff described the $7,500 scope as preliminary engineering that would include survey work, preliminary alignment and layout, an opinion of probable cost and a technical summary; the work would not satisfy Iowa DNR facility-plan requirements, which would be completed later if the project moved forward. Staff said Snider is familiar with the city’s sewer system and that the study would examine lift-station capacity, topography, and gravity-versus-force-main options.

Council discussion focused on priorities and cost. Staff said the area includes about 17 properties currently without sewer service and about 36 water-only customers scattered across the same general areas; staff also said the immediate engineering would evaluate service for about 16 residential properties referenced for the study. Some council members argued the city’s higher-priority need is completing work on a force main project and that limited sewer fund revenue should be directed there; others said a clearer cost estimate for the Sunset extension would inform future budgeting and inclusion in the CIP.

A council member moved to approve the $7,500 preliminary engineering agreement but the motion did not receive a second and therefore failed; the council took no contractual action with Snider and Associates at this meeting.

Council members discussed funding options mentioned in the meeting, including using sewer revenue or sewer capital funds, bonding and the possibility of carrying project costs forward into a later capital-improvement plan. No vote or commitment to schedule follow-up study was recorded.
