Council approved a professional services agreement with MB Contracting LLC to provide stormwater inspection services, limited snow removal and mowing and related support for the city's stormwater master planning work.
City staff Greg explained the agreement will provide planning and inspection capacity for the stormwater master plan and help implement a grease/fog inspection program to prevent fats, oils and grease from entering sewers. Greg said the agreement is structured to be limited-term and adaptable: "it seems like a good opportunity and it would more than cover his cost," he said of the contractor's role helping with inspections and permitting.
Council discussed cost control and knowledge transfer: the contractor's expertise would be paired with city staff and student support from Bolton & Menk to build a local capacity. Greg said the city had received a $160,000 grant to move the stormwater master plan to 60% design and that student involvement would be part of that process.
The council approved the agreement by voice vote and asked staff to report back on deliverables and how the contract's work will be shown on future consent agendas for transparency. Several council members stressed they preferred the stormwater program transition into city-provided services after an initial contracting phase.
Next step: staff will execute the agreement and monitor progress on the stormwater master plan funded partly by the $160,000 grant; council will continue to review invoices on the consent agenda.
