Council approves park restriction for Humane Society event, removes handicap space, OKs urban renewal advances and pool bonuses

The West Burlington City Council approved several routine resolutions and one public-safety-related park restriction at its Aug. meeting.
The council voted to temporarily restrict portions of Pat Klein Park for the Des Moines County Humane Society's 'Dog Days of Summer' event on Aug. 24 to support event operations and parking. The motion carried on roll call.
Council members approved a request to remove a designated handicapped parking space in front of 118 West Wheeler Street after staff said there are sufficient ADA-compliant spaces downtown and that the business has private parking with accessible access at the rear entrance. That motion passed by voice vote.
The council adopted a revenue purpose statement for the use of electric franchise fees for Eastern Iowa Light & Power (the staff report noted a name substitution versus Alliant); a roll-call vote was recorded and the motion carried.
Council members also authorized internal advances to fund three urban renewal efforts — a comprehensive plan and zoning code update, a stormwater master plan, and a street/trail/sidewalk project. Staff said these are internal accounting steps that use undesignated fund balance (no new TIF revenues) to create the necessary internal debt for TIF reporting; the motions passed on roll call.
Finally, the council approved a resolution offering an end-of-season bonus to swimming pool staff intended to retain certified lifeguards through the season. The resolution includes $100 incentives for eligible pool staff (the discussion identified nine certified lifeguards, three to four concession staff and two co-managers; staff cited an approximate total payout figure discussed in the meeting). Council and staff said the city will also consider a higher baseline hourly rate for lifeguards next year to improve retention.
