The Vermillion County Drainage Board received updates on several regulatory and procedural matters, including the Rausch Drain reestablishment, culvert-sizing reviews and possible changes to outlet material rules.
Staff said the City of Danville engineers are willing to assist with the Rausch Drain reestablishment but that outreach south of a certain road has been unsuccessful; county counsel warned that remedies across a state line are limited unless provable damages occur. The board also discussed asking the county building inspector, who is a civil engineer, to flag potentially undersized driveway culverts during routine inspections and noted that culverts should be modeled for a 10-year storm.
Surveyor groups urged restricting recycled plastic on exposed discharge ends because sunlight and field fires can make exposed recycled plastic brittle and prone to failure. Several members suggested the board consider ordinance language requiring concrete or steel for the final 10–20 feet of any tile that discharges to a county ditch or creek. Staff said they will draft proposed ordinance language and bring it to a future meeting for review.
