Council approves ordinance tightening commercial waste collection rules, allows waivers for very small businesses

The Calistoga City Council approved on June 23 the second reading of an ordinance amending Chapter 8.16 of the municipal code governing commercial waste collection and disposal.
The item was pulled from the consent calendar for brief discussion. Mayor Williams asked whether the code could accommodate an exception for very small businesses that generate little commercial waste and occasionally take materials home for disposal. Public Works Director Derek Raynor said the ordinance already includes options and staff can create a reasonable waiver process. "I think we can find a way to include that for folks that basically are gonna be taking their waste home," Raynor said.
Councilmembers said they did not want the ordinance to place an undue burden on local small business owners and expressed confidence in giving Public Works reasonable discretion to evaluate waiver requests. The ordinance passed on second reading with those clarifications.
