Commissioner Stewen objected to language in the addendum that he read as requiring neutral, non‑holiday‑specific colors and said the RFP explicitly excluded a nativity display and that the exclusion raised concerns about equal treatment of religious displays. The city manager and staff said the RFP had to include general outlines to allow timely bidding and that the commission could still direct the vendor on specific placement or additions such as a nativity scene; staff also said a workshop on palette and display details was calendared.
Commissioner Joseph moved to defer for further workshop and clearer bid comparisons; the motion failed. The commission then voted to approve the award 3–2. Several commissioners requested a follow‑up workshop to refine the color palette and clarify the legal limits on religious displays.
