Council members discussed alternatives including grandfathering the two existing permits until a property changes hands, imposing a 7-night minimum stay, adding a licensing fee to cover staff time, and limiting the number of permits to avoid concentration near the lake. Some members worried a limit (for example one or two per lake) could be unfair; others said that without fees the city would spend more staff time than it could recover.
Because Councilor Jason Miller was absent, members agreed to table the decision so he can participate; one member suggested tabling until the next meeting so Jason can vote. No ordinance was introduced or adopted at the meeting; the planning commission will provide draft ordinance language if the council directs staff to proceed.
