The Sunny Isles Beach City Commission voted unanimously on first reading to update the city code to regulate electric bicycles, citing pedestrian safety and enforcement concerns.
City staff introduced Ordinance 6A, which amends multiple sections of the code to define and regulate e‑bikes, establish penalties and enforcement mechanisms, and set an effective date. The ordinance updates existing micromobility rules to explicitly include motorized bicycles.
Resident Stephen Hirs told the commission he supports the ordinance as a measure to “promot[e] pedestrian safety on our sidewalks” but urged the city to update its 2016 Transportation Master Plan, saying that the area’s population growth and new micromobility devices make the older study out of date.
Commissioner Joseph said his original inclination had been to ban e‑scooters and e‑bikes because of streets and sidewalk safety; he urged monitoring and noted the city can strengthen rules later if needed. Vice Mayor Viscara reported that police and code enforcement had recorded no violations during the current warning period.
The motion to approve passed on first reading; the commission scheduled the second reading for July.
