TCEQ announces scrap tire report, estimated SWIFR allocation and council nomination window

Santos Olivarez said the 2024 scrap tire report is posted on the agency website and that the state is seeing a shift in tire disposition: about 46% went to tire‑derived fuel (TDF), landfill disposal remained near 18%, roughly 19% went to crumb rubber (asphalt, mats, turf) and small percentages were recorded as processor inventory, LARPUT and recycling/beneficial use. Olivarez said the council will receive a fuller presentation on the report at the July meeting.
Olivarez also said EPA Region 6 has indicated an allocation around $488,000 under a possible phase‑two SWIFR (Solid Waste Infrastructure for Recycling) funding opportunity; TCEQ must submit an application by May 29 and, if approved, funding would begin Oct. 1; details on contracting with councils of governments (COGs) remain under development.
On membership, Olivarez said five council seats are open — including a COG seat vacated by Ken Mays — and that TCEQ will publish a nominations notice in the Texas Register with a nomination window open through June 9; staff encouraged interested persons to apply now to allow time for Commission approval before the October meeting.
Council members asked for more detail about the scrap tire categories and processing counts; staff said the July presentation will provide a full breakdown and methodology for the 2024 data.
