The Municipal Solid Waste and Resource Recovery Advisory Council voted to convey a regional recycling infrastructure report (TRIED‑IT) to the Texas Commission on Environmental Quality for the commissioners' review.
Steve and Rich (presenting TRIED‑IT) summarized a year‑long effort and a conference that identified shortages in recycling infrastructure, especially in rural areas, and recommended a hub‑and‑spoke model of regional processing supported by local governments and economic development organizations. The report, produced with input from councils of governments, Keep Texas Beautiful, The Recycling Partnership and other partners, provides a template for regions to evaluate collection systems, transfer stations and processing facilities and to pursue public‑private partnerships.
Council discussion stressed the need to coalesce local governments and economic development partners to assemble sufficient tonnage and financing for recycling facilities. Following brief discussion, a member moved to provide the TRIED‑IT report to the TCEQ commissioners and a second was recorded; the council voted by voice and the motion passed with no recorded opposition.
The council did not authorize further directives beyond conveying the report; presenters said they would also forward the report directly to commissioners and welcome council members' signatory support. The council noted the report may be useful for grant planning and regional recycling market development initiatives.
