National Weather Service tweaks tsunami alerts to reduce false alarms for Kenai Peninsula Borough

Aviva Braun, warning coordination meteorologist with the National Weather Service in Anchorage, briefed the Seward City Council on June 22 about changes to how tsunami alerts will be issued for the Kenai Peninsula Borough.
Braun explained that the tsunami warning process begins with seismic detection and rapid modeling; early alerts often occur before ocean sensors provide confirming data. To reduce unnecessary Wireless Emergency Alerts (WEA) for the Kenai Peninsula Borough, the forecast zones were subdivided and the borough was moved to the Hinchinbrook Entrance breakpoint so that many magnitude‑7.4 and lower events out of Sand Point will no longer trigger a WEA for the borough. Braun said this should reduce false alarms and the risk of public complacency.
She outlined the alert hierarchy — information statement, watch, advisory, and warning — and emphasized that a warning is issued when water is expected to inundate dry land and residents must move to high ground. Braun said partial‑county, polygon‑based alerting similar to tornado warnings in the lower 48 is a desired future capability but will require more institutional work and resources.
Council members asked about sensor reliability, Cascadia risk and landslide‑generated tsunamis. Braun said ocean sensors referenced as DART buoys remain functional and that specialized monitoring (for example at Barry Arm) is being tested but wide deployment to detect submarine landslides is unlikely in the near term. She urged residents to use natural cues (strong shaking, unusual ocean behavior, loud noises) to move to high ground immediately.
The presentation also noted that Seward’s tsunami‑ready designation was recently recertified with local partners, including Fire Chief Clinton Kriet, who supported the community application.
Braun concluded that while the change is imperfect, it will focus alerts on areas at greater risk and reduce the number of low‑probability alerts that can erode public responsiveness.
