Executive Committee recommends TIP amendments adding federal and HSIP funds for stormwater design and intersection scoping

The Chittenden County Regional Planning Commission Executive Committee on July 7 voted unanimously to recommend Board approval of three amendments to the FY2021 Transportation Improvement Program (TIP) that add federal and Highway Safety Improvement Program (HSIP) funds for stormwater design and intersection scoping.
Eleni Churchill, CCRPC transportation program manager, presented the proposed TIP changes, saying staff and the Transportation Advisory Committee recommend the amendments. The largest addition is $216,000 in federal funds for design of stormwater retrofits (project OT050) to implement VTrans Flow Restoration Plans at three locations on I‑89 (Exits 13 and 14 and north of Hinesburg Road) and one location on I‑189 near Shelburne Road. A second amendment adds $48,600 in federal funds for design of stormwater retrofits near the VT289/VT15 intersection (project OT049). A third amendment adds $65,000 in HSIP funds for scoping the VT116/VT2A intersection improvement in St. George (project HP134); the FY20 TIP had $100,000 for scoping, $20,000 of which was previously obligated, and additional funds were needed to complete the scoping work.
The committee’s recommendation now moves the items to the CCRPC Board for action. Churchhill said the changes are minor adjustments to the FY21 year of the TIP but reflect work to address runoff and safety priorities tied to VTrans flow restoration and HSIP priorities. The committee approved the recommendation by motion, with Chris Shaw moving and Mike O’Brien seconding; the motion carried unanimously.
The Executive Committee also discussed that the FY22–25 TIP will be an action item at the July Board meeting and that project lists for 2023 may change as funding and project readiness evolve.
