Council approves vacation of North First Circle right‑of‑way for proposed vet clinic

The Ridgefield City Council waived second reading and adopted Ordinance 1482 on June 18 to vacate a 7,307‑square‑foot strip of North First Circle right‑of‑way so an adjacent property owner can incorporate the land into a proposed veterinary clinic site at 6325 North First Circle.
Community Development staff said the strip is a remnant of the former SR‑501 interchange and exceeds the current needs of the dead‑end local street. Staff provided a preliminary valuation of $5.83 per square foot (total $42,599.81) and said the city’s standard is to charge the adjacent applicant 50% of the assessed value; staff told council that figure ($21,299.91) had been shared with the property owner as an illustrative amount and that the ordinance itself does not set a fixed sale price.
No members of the public spoke at the right‑of‑way public hearing. After the hearing the council moved to waive second reading and adopt the ordinance; the roll call recorded ayes from Councilmembers Davis, Favela, Wells, Burkel, Hamilton, Mayor Pro Tem Chipman and Mayor Cole.
Staff noted that statutory vacation procedures were followed and that the ordinance’s implementation will include final valuation and an agreement with the property owner.
