The staff speaker referenced DNR guidance distinguishing E1/E2 bikes (lower-speed) from E3 bikes (higher-speed, around 28 mph), and said faster E3-class devices can create safety concerns on mixed-use trails.
Staff emphasized information and signage as the first step rather than a major enforcement push, but warned that speed-based rules present enforcement challenges: "if you don't enforce a speed limit, it doesn't matter," a staff member said, noting the practical limits of trail enforcement. The board did not take a formal vote on new enforcement policies during the meeting; staff said they would proceed with the awareness materials and report back as needed.
