Council approves $414,600 design/project‑coordination contract for city hall work

The City of Hialeah authorized a professional services contract on June 23 to coordinate design and project management work for a planned city hall project.

Council considered a resolution authorizing a project coordination contract with a design/consulting firm (Red K doing business as Decor Miami). The clerk corrected the expense amount on the record during the meeting: staff said the correct professional fees and services figure is $414,600, and the council approved the item with that amount to be reflected in the finalized resolution.

Staff explained the contract covers project coordination and the production of construction documents (architectural and engineering plans) so the city can competitively bid a construction contract later. Staff told the council the city used an RFQ to establish a pool of vendors for professional services; because the contract is for professional design/consulting services, it is exempt from sealed-bid requirements under procurement rules and Florida statute for professional services.

Council members asked whether the contractor would provide furniture or fixtures; staff clarified the vendor is serving as a design/project coordinator and not as a furniture supplier. Staff also confirmed the work is intended to be a start‑to‑finish coordination package not to exceed the authorized $414,600 for the contract term described in the resolution.

The council approved the resolution; staff said construction procurement and the larger construction contract will be advertised and competitively bid in a later procurement step following completion of design documents.
