CCRPC flags broad conflict‑of‑interest language in state Clean Water Service Provider rule

Baker said the Department of Environmental Conservation appears to be taking a "very hard line" in Subchapter 6; CCRPC staff told the committee that while they recognize potential conflicts of interest, the proposed language is overly broad and would cause problems for Basin Councils and local flexibility. "We would have a lot of issues with the proposed position and have asked for more flexibility," Baker said. Members discussed the representation balance and the need for the Basin Councils to be able to decide membership that works locally.
Charlie Baker said staff will continue to work on the draft comment before it goes to the Board; Andy Montroll suggested removing Baker’s signature from the draft while it remains in progress. The committee did not take final action on the letter at this meeting.
