Platteville council awards Jefferson Street reconstruction contract, accepts CMAR and authorizes TID‑9 boundary work

Public Works staff recommended awarding Contract 1‑26 for Jefferson Street reconstruction (Cedar to Lewis) to Owens Excavating, the low bidder of four. The council approved the contract at a bid price of $673,743.29, which staff said is nearly $120,000 under the CIP budget for the project.
Council also accepted the city’s 2025 Compliance Maintenance Annual Report (CMAR) required by the Department of Natural Resources, which staff reported had graded the treatment plant and collection system 'A' in all areas. The council adopted a resolution authorizing staff to submit the CMAR to the DNR.
On redevelopment, planning staff explained that several properties currently in TID 6 (including a parcel associated with LD Labs lot 47) are better positioned to receive assistance from TID 9; staff asked for authorization to prepare boundary‑amendment work for TID 9 to add those parcels. Council authorized staff to proceed with that work to pursue development prospects in the industrial park area.
All motions carried on unanimous votes among members present.
