Lamont council adopts FY25 annual finance report, approves consent agenda and Halloween event permit

The Lamont City Council on Oct. 8, 2025 adopted its Annual Finance Report for fiscal year 2025 and approved routine municipal bills, payroll and a community event permit.
The meeting, called to order by Mayor Michael J. Cook at 7:00 p.m., saw councilmembers Adams, Lamphier, Lincoln and Slack present and Devlin absent. By motion, the council approved a consent agenda that listed payroll and vendor payments and reported September expenditures by fund totaling $36,242.18 and receipts of $39,206.53.
Councilmember Lincoln moved to approve the Annual Finance Report for FY25; Adams seconded. The motion carried as Resolution 25-20 with ayes recorded from Lamphier, Slack, Adams and Lincoln. The approval finalizes the city's FY25 financial reporting as presented to the council.
Council also approved a request from the Lamont Community Club to hold a Halloween "Trunk-or-Treat" on the south end of Bush Street from 5 to 7 p.m. on Oct. 31. The motion to grant the permit was made by Slack, seconded by Lamphier, and passed unanimously.
On departmental reports, Deputy Klenzman told the council that the Buchanan County Sheriff's Department logged 13 hours of coverage in September and responded to four calls for service, including dog complaints, a theft and a medical call. The Public Works Director reported trees down at Scout Park and said a new sign is needed; he also said he is working with Municipal Pipe Tool Company to set up a mainline sewer rehabilitation plan to stop leaks and reduce groundwater infiltration into the sewer system. City Clerk Paula J. Harvey reported that the fire department handled three medical calls, one controlled-burn request, four lift assists and one mutual aid call since the previous meeting.
Mayor Michael J. Cook updated the council on nuisance-abatement properties and said he is coordinating with the city attorney to confirm ownership for certain properties under review.
The meeting concluded with a procedural motion to adjourn by Adams, seconded by Slack; the session ended at 7:21 p.m. City Clerk Paula J. Harvey and Mayor Michael J. Cook signed the minutes.
